Description: Well respected Southeastern Arizona appraisal firm is seeking a well qualified and highly motivated appraiser who will be interested in securing ownership of the corporation within the next three years when current owner retires. Finley Appraisal Services, Inc. consists of Mark Finley, ARA, RPRA, one very competent Appraisal Assistant, one certified general agricultural appraiser, and two residential appraisers (one assists in commercial work). We specialize in farm and ranch, condemnation, rural commercial and residential appraisals along with appraisal reviews. The candidate should have an ARA or MAI designation or be in the educational and/or experience track to obtain the ARA or MAI designation by no later than November 2013. The Willcox rural community consists of about 10,000 persons in a strong agricultural area of southeastern Arizona. Elevation is 4,200’ and we experience four gentle seasons each year. Days over 100 degrees in the summer and nights under 25 degrees in the winter are very rare. Housing is very reasonable and small town living is at its best and with Tucson only 80 miles away everything you need is within reach.

Job Summary:

The U.S. Department of the Interior is looking for a Supervisory Review Appraiser to provide technical and administrative supervision to Review Appraiser staff. If you are an expert in appraisals and valuation management and have experience managing and leading appraisal functions nationally or regionally, then this could be the job you are looking for!

If selected for this position, you will be working for the U.S. Department of the Interior, Office of the Secretary, Assistant Secretary – Policy, Management and Budget, Office of Valuation Services located in either Washington, DC or Denver, CO.

The major duties of this position include, but are not limited to the following:

  • Provides technical and administrative supervision to the Client Service Manager and is responsible for planning all appraisal work and ensuring that products are prepared in conformance with professional standards, laws, regulations, and policies of the Department of the Interior and Department of Justice, as well as appraisal standards and appraiser qualifications requirements of The Appraisal Foundation and state appraiser licensing boards.
  • Develops policies and procedures that cover national issues and ensures that the valuation function is performed consistently across the Department and meets the needs of the client bureaus.
  • Manages the activities of a large, complex, and geographically far-reaching appraisal program including planning, organization, and supervision of geographically dispersed staff, budgeting and execution of all aspects of the appraisal program.
  • Performs appraisal reviews of extremely complex or controversial appraisal projects that require highly specialized experience, independent judgment, and broad policy interpretation.
  • Responsible for the planning, programming, and budgeting process for the Department’s appraisal program and provides consultation to clients, Department management, and valuation staff on the process of developing solutions.

Primary Responsibilities:
Farm Management
The CAPS manager is responsible for all aspects of the farm properties under CAPS Management. The individual is responsible for; developing individual farm plans, selecting processors and handler firms, tenants and farm managers, negotiating leases, management contracts, marketing contracts, etc. You will oversee the actual farm operation including monitoring of work, budgeting, and future planning. Other responsibilities include marketing of products produced on the farm and administrative reporting. This individual will direct activities of farm operators engaged in planning, cultivating and harvesting crops, and maintaining buildings and machinery. You are to make cash flow and budget projections for each farm under management control. Also will make recommendations for capital improvements based upon economic analysis and justification of profitability.

The CAPS manager is responsible for marketing the services of CAPS (i.e. farm management, consulting, and the engagement of appraisals), responsible for securing new third-party business, through contact with businesses, professional organizations and individuals.

As needed, the CAPS manager is responsible for conducting studies to provide advice on the management of agricultural enterprises and to provide assistance in the execution of such advice.
